Quality of government and regional resilience in the European Union. Evidence from the Great Recession-Premio mejor paper PIRS 2019

Abstract: This paper examines the relationship between quality of government and regional resilience in the European Union during the Great Recession. The results show that the quality of government is an important factor when shaping the regional reaction to the crisis. Our estimates reveal that higher quality of government is associated with greater regional resilience over the Great Recession. This is partly due to the role played in this context by spatial spillovers induced by the quality of government in neighbouring regions. The observed link between governance and regional resilience is robust to the inclusion in the analysis of different explanatory variables that may affect both government quality and regional resilience. Likewise, our findings do not depend on the specific dimension of governance considered, the estimation method or the econometric specification employed to capture the nature of spatial spillovers. Este artículo estudia la relación entre la calidad del gobierno y la resiliencia regional en la Unión Europea durante la Gran Recesión. Los resultados muestran que la calidad del gobierno es un factor importante a la hora de definir la reacción regional ante la crisis. Las estimaciones revelan que una mayor calidad del gobierno está asociada con una mayor resiliencia regional durante la Gran Recesión. Esto se debe en parte al papel desempeñado en este contexto por los efectos de spillover espacial inducidos por la calidad del gobierno en las regiones vecinas. El vínculo observado entre la gobernanza y la resiliencia regional es lo suficientemente robusto para su inclusión en el análisis de las diferentes variables explicativas que podrían afectar tanto a la calidad del gobierno como a la resiliencia regional. Asimismo, estos hallazgos no dependen de la dimensión específica considerada de la gobernanza, del método de estimación o de la especificación econométrica empleada para captar la naturaleza de los efectos de spillover espaciales.

本稿では、グレート・リセッションの期間の欧州連合における政府の質と地域のレジリエンスの関連性を検討する。結果から、危機に対する地域の対応を決める上で政府の質は重要な因子であることが示される。我々の推計から、質の高い政府は、グレート・リセッションの間の地域のより強いレジリエンスに関連することが明らかになった。これは、部分的には、隣接する地域の政府の質によって引き起こされる空間的スピルオーバーがこの状況で担う役割によるものである。統治と地域のレジリエンスに認められる関連は、政府の質と地域のレジリエンスの両方に影響する可能性のある様々な説明変数を含めた解析に対して頑健である。同様に、本研究で得られた知見は、考慮した統治の特定の側面、推計方法、空間的スピルオーバーの性質を把握するために使用した計量経済学的仕様に依存しない。
